Belarus and Russia discussed cooperation in export control

On 16 July 2025, Dmitry Pantus, Minister of SAMI of the Republic of Belarus, and Vladimir Selin, Director of the Federal Service for Technical and Export Control of Russia (FSTEC), held negotiations in Moscow.

During the negotiations, which were attended by the representatives of SAMI, the Federal Service for Technical and Export Control, and the Russian Ministry of Foreign Affairs, the Parties discussed issues of mutual interest related to improving export control mechanisms within the Union State and outlined the main areas of cooperation for the near future.

The participants of the meeting noted that over many years of interaction between SAMI and FSTEC of Russia, excellent relations have developed, allowing for the prompt solving of arising problems.

Following the negotiations held, Dmitry Pantus, Minister of SAMI, and Vladimir Selin, Director of FSTEC of Russia, signed a Protocol to the Agreement between the Governments of the Russian Federation and the Republic of Belarus on a unified export control procedure dated 13 April 1999.

This document establishes a mechanism for regular bilateral consultations on export control, including:

  •  exchange of information on changes in the legislation of the Parties;

  • exchange of information on current risks and threats in the implementation of specific foreign trade operations
  • consideration of issues related to improving export control and optimising export control requirements for joint projects within the framework of the Union State and integration programs;

  • timely assistance in protecting the legitimate rights and interests of economic entities.

Signing the Protocol will take cooperation between our countries in export control to a new level.
